冰雪体育旅游是近些年新兴的旅游产业。黑龙江省作为我国的北方城市发展冰雪体育旅游有得天独厚的优势，这也在一定程度上促进了黑龙江省冰雪体育旅游事业的快速发展。采用文献资料法、专家访谈法、问卷调查法、数理统计法、实地考察法和逻辑分析等方法，针对黑龙江省冰雪体育旅游产业的发展现状和资源开发等方面的问题进行探讨，明确黑龙江省冰雪体育旅游的优势和劣势，提出坚持“政府主导、社会推动”的旅游发展战略、抓住发展的机遇、坚持和不断推进“一核一轴四线”的点轴开发模式、加大文化宣传力度，扩展客源市场、推进黑龙江省冰雪体育旅游品牌可持续发展、进一步完善相关配套设施建设、进一步加强体育冰雪旅游产业人才的发展、适应市场需求、实现与国际接轨等发展措施，为黑龙江省的冰雪体育旅游提供理论支持，更好地促进黑龙江省冰雪体育旅游产业的快速发展。%OAs a new industry in recent years, the ice-snow sports tourism is richly endowed by nature in Heilongjiang province, which conditions partly advance its rapid development. With the methods of literature, interviewing experts, questionnaire, mathematical statistics, fact-finding and logical analysis, the paper discusses some problems of the current situation and resource development of ice-snow sports tourism in Heilongjiang province. After deifning its advantage and disadvantage, it suggests insisting on the development strategy of "government orientation and social motivation", seizing the opportunity to drive on the point-axis development mode of "one core, one axis, four lines", enhancing the culture publicity to extend the tourist market, advancing the sustainable development of tourism brands, further improving the supporting facilities, strengthening the talents development to meet the market demands, realizing the international standards. The above development measures are put forward as a theoretical support for better developing the ice-snow sports tourism in Heilongjiang province.
