From the later x97o's, with the development of rural political system in China, people's communes began to dissolve and the "government-community-separation village organization system was re-established all over the country. In this broad social background, the grassroots political structure in Amdo Tibetan Pastoral area has also gone through substantial changes. As the fundamental layer of the state regime,
