INTRODUCTION1.01 The purpose of these Guidelines is to inform borrowers~1of the Asian Development Bank and prospective suppliers andcontractors about the general principles and procedures whichshould be observed in carrying out procurement of goods andworks for Bank-financed projects. These Guidelines applyto procurement under loans from both the Bank’s ordinarycapital and Special Funds resources, except that procurementunder loans from Special Funds resources will be limited todeveloped member countries which have contributed to suchresources and all developing member countries.
