对ISO14001：2015《环境管理体系要求及使用指南》国际标准“风险和机遇”要求的理解

摘要

国际标准化组织环境管理标准化技术委员会（ISO/TC207）2015年9月15日正式发布的ISO14001：2015《环境管理体系要求及使用指南》国际标准，较ISO14001：2004版国际标准新增了“风险”、“风险和机遇”的术语，同时提出“采用基于风险的思维”。为了更好地理解ISO14001：2015国际标准的这一重大变化，本文对ISO14001：2015国际标准中关于“风险和机遇”的控制要求进行了梳理和分析。%ISO/TC 207 officially released ISO 14001:2015, Environmental management systems -- Requirements with guidance for use on September 15, 2015. The new version international standard adds the new terms and definitions of risk and opportunities, and addresses the adoption of the risk based thinking. This article analyses and interprets the controlling requirements of the risk and opportunities in ISO 14001:2015 to help the organizations to further understand the important changes of the new standard.
