Chinese economy has been in the stage of New Normal. In the context of new normal, we would get new strategic opportunity only when markets and innovations play the main roles in the process of economic restructure. This paper adopts and develops existing industrial security theories,then suggests that market and innovation are cornerstone of industrial security as well as which survival and development are core of industrial security. Enlightened by this thought,we creatively proposed the Diamond model of industrial security, and constructed a new evaluation indicators system which includes 2 level-1 indicators market and innovation,4 level-2 indicators and 42 level-3 indicators. We tested this new indicators system by Chinese high-tech industry data respectively using AHP,experts scoring method,and principal component analysis. The results show that the values of high-tech industry security by 3 different methods are not significantly different in statistic. These results prove this new industrial security evaluation indicators system based Diamond model scientific,precise and effective.%中国经济进入"新常态"时期,市场和创新对于经济转型升级的作用空前提升. 在继承和发展现有理论的基础上指出,产业安全的基石是市场和创新,产业安全的核心是生存和发展. 以此思想为指导,创新性地重构了产业安全的理论框架,并设计了一个新的产业安全评价体系. 该体系以市场和创新为纲、以生存和发展为目,总计涵盖了42项三级指标. 利用中国高技术产业的数据检验了这个全新的评级体系. 分别利用层次分析法、专家法及主成分分析法测量了中国高技术产业安全的状况. 结果表明,3种方法测量所得的产业安全值在统计学上没有显著差异. 可见,文章提出的新的产业安全理论框架及评价体系是科学、合理、有效的.
