山东省大型科学仪器开放共享中科技创新券的应用实践

摘要

介绍了山东省实施科技创新券政策推动大型科学仪器资源开放共享的典型做法、具体措施,分析了山东省科技创新券具体运作流程,总结了政策实施效果以及执行中存在的主要问题.基于山东省科技创新券政策的实践与管理工作,从省级层面、国家层面提出进一步做好科技创新券相关工作的建议.%Innovation vouchers policy is implemented for the innovation and development demand of small-medium technology enterprise in Shandong province. According to innovation vouchers policy, the enterprises receive subsidies when they use large-scale scientific instruments opening and sharing for carrying out innovation activities such as inspection, test and analysis. This paper introduces the practice, progress, effect and present problems of the innovation vouchers policy to promote large-scale scientific instruments opening and sharing, analyzing the operation process of innovation vouchers. According to Shandong experience, the paper also puts forward the relative policy advice in the national perspective.
