According to Shaanxi Daily,to achieve the full coverage of social endowment insurance for the urban and rural residents,Shaanxi provincial government issued a mandate entitled 'Guidance on Pilot Programs of the Social Endowment Insurance for Urban Residents'.According to the Guidance,urban and rural residents may participate in appropriate pension insurance as required.As a result,all urban and rural residents will be taken good care of in their old age.
