On September 25,1980,the CPC Central Committee issued "An Open Letter to All CPC Members and All Members of China Communist Youth League on the issue of Controlling Population Growth".The "Open Letter" is a milestone in the history of population and family planning in China,as it encouraged that one couple had one child in the 30 to 40 years that followed.To commemorate the 30th anniversary of the "Open Letter", the National Population and Family Planning Commission(NPFPC) held an old comrades seminar and expert forum respectively within the family planning field.At the meeting, Minister of NPFPC Li Bin made an introduction of the significant achievements in family planning over the past 30 years.Furthermore,she made a report about the major works that have been done in recent years and proposed the focus and priority for the future work. Followings are some excerpts of the speeches made on the two forums.
