矿产资源价值尺度及其价值组成研究

摘要

随着更多的发展中国家进入工业化和城镇化发展时期,必将对矿产资源需求持续增长,解决这一矛盾的途径是通过调整价值实现资源有效配置.本文从矿产资源有效配置视角,在确立矿产资源价值确定应基于经济效率、分配公平、创造就业、资源保障和维持“可接受的”环境质量标准五尺度基础上,明确指出矿产资源价值应包括矿产资源净价值和调节价值.以矿产资源净价值为主,调控价值为辅的矿产资源总价值体系是配置资源有效手段.%As more developing countries enter the period of industrialization and urbanization, demands of mineral resources will push a higher level. The way to solve this contradiction is to achieve efficient allocation of mineral resources. Based on economic efficiency, distributive justice, economic growth and job creation, resource protection and maintenance of "acceptable" environmental quality standards, system of mineral resources total value that is an more effective way of allocating resources, which gives priority to mineral resources net value, mainly as a supplement by regulation value
