国内外煤矿安全生产状况对比研究

摘要

In recent years ,safety of coal minehas achieved sustained and stable improvement in China , but compared with the world's other major coal producing countries ,there is still a wide gap .By comparing the natural conditions of the coal mine ,the coal industry and the production structure ,coal mine safety laws and regulations ,coal mine safety supervision system ,security mechanism ,the gap between China's coal mine safety and the other major coal mining countries is caused mainly by poor resource conditions ,the production structure is unreasonable ,imperfect laws and regulations and poor execution ,imperfect supervision system and the security mechanism and other reasons .The research can provide reference for the safety of coal mine in China .%近十几年来，我国煤矿安全生产状况实现了持续稳定好转，但与世界其他主要产煤国家相比，还存在较大差距。通过对煤矿自然条件、煤炭产业及生产结构、煤矿安全生产法律法规、煤矿安全监管体制、煤矿安全保障机制等方面的对比分析，指出了我国煤矿安全与世界其他主要采煤国家的差距，主要由资源条件差、生产结构不合理、法律法规不健全和执行力差、监管体制机制不完善、安全保障机制不健全等原因造成，可为我国煤矿安全生产工作提供借鉴。
