矿产资源富集区的新型城镇化建设必须以产业转型为基础。结合能矿重镇陕西榆林为例，构建了“1334”产业转型路径，即以建立新型城镇化下的现代产业体系为目标；坚持低碳发展、循环发展和绿色发展“三原则”；调整产业结构、优化产业布局、转变发展方式为转型“三手段”；重点发展煤炭产业集群、战略新兴产业、现代农业和现代服务业“四大重点产业”。论文分析了产业转型具体发展路径，给出了政策建议。%The new urbanization construction of mineral-rich areas must be based on the in-dustrial transformation.Taking the Yulin city as an example,this paper constructs the"1334"in-dustrial transformation path. Namely,to build a modern industrial system based on new urbani-zation as the goal;adhering to the low carbon development,cycle development and green devel-opment as three principles:adj usting the industrial structure,optimizing the industrial layout, changing the development mode as three measures;taking the development of energy chemical industries,strategic emerging industry,modern agriculture and modern service industry as four major industry. This paper analyzes the specific development path of industrial transformation, and gives the policy recommendations.
