当前，受我国经济进入“新常态”影响，为应对新时期转变发展方式需要，我国物流业也在进入“新常态”发展阶段，一是行业进入温和增长阶段，二是资源要素进入高成本时代，三是内需成为增长主要动力，四是整合与创新助推转型升级，五是物流基础网络初步成形。这对转型升级关键时期我国物流与供应链的发展提出了艰巨的挑战，提供了重大的战略机遇。面对新形势，我国物流业必须以质量和效益为中心，寻找战略突破口，培育竞争新优势，以转型升级应对物流“新常态”。而企业必须加强关键物流节点布局和物流资源掌控，实施供应链一体化管理，建立全球化供应链体系，实现资源全球化配置，与全球利益相关方构建协作共赢的战略合作关系，掌控供应链主导权。此外，作为未来一段时期指导我国物流业发展的纲领性文件，《物流业发展中长期规划》的出台深化了对物流产业地位的认识，明确了物流业发展的方向和目标，确定了农产品物流、制造业物流与供应链管理、再生资源回收物流等12项重点工程，聚焦了降低物流成本、推动物流企业规模化、改善物流基础设施等我国现代物流体系建设面临的突出问题，有利于更好地破除现有制度障碍，实现资源要素优化配置，增强市场主体活力。%At present,influenced by China’s economic“new normality”and to meet the requirement of transforming development pattern,China’s logistics industry is entering the development phase of“new normality”. The first is the moderate growth of the whole industry;the second is the high cost of resources factors;the third is that domestic demand is becoming the main forces of growth;the fourth is the integration-and-innovation-oriented transformation and upgrading;and the fifth is the primary shaping of logistic infrastructure network. And all of these brought the development of China’s logistics industry and supply chain with both great challenges and opportunities. Facing the new situation,China’s logistics industry should taking quality and profit as the center,seek for the strategic breakthrough,cultivate new competitive advantages,upgrade China’s logistics industry,and meet challenges brought by logistic“new normality”with transformation and upgrading. The enterprises should strengthen control on the arrangement of logistic nodes and resources,implement the integrated management of supply chain,establish the globalized supply chain system,realize the globalized distribution of resources,and so on. Besides,the promulgation of the Medium and Long Term Development Plan of the Logistics Industry,the programmatic document for the future development of logistics industry,deepened our understanding of the industrial position of logistics industry,clarified the direction and targets of logistics industry development,confirm the 12 major projects and focused on such prominent problems as reducing logistics cost,improving logistic infrastructure and expanding the scale of logistic enterprises,and it is beneficial for eliminating institutional barriers,realizing the optimized distribution of resources factors,and enhancing the vitality of main players.
