Major animal disease prevention and control situation is increasingly serious,causing extensive discussions among academia on basic government's animal disease prevention and control capabilities. From the perspective of assessment indicators and assessment methods of major animal disease prevention and control capability,the abilities of the governments to deal with issues of major animal disease prevention and control was reviewed in this paper. It was found that major animal disease prevention and control capabilities of local governments can be roughly divided to eight aspects:organization security,information security,personnel security, financial security,prevention awareness, technical support,infrastructure and materials management. On this basis,the follow-up studies should be combined subjective and objective weighting method to establish an evaluation system of major animal disease prevention and control capacity of local governments.%重大动物疫病防控形势日益严峻,引起了学术界对地方政府重大动物疫病防控能力的广泛探讨.本文从政府重大动物疫病防控能力评估指标和评估方法的角度,对政府应对重大动物疫病防控的能力问题进行了文献回顾,总结发现影响地方政府重大动物疫病防控能力的因素可以大致分为组织保障、信息保障、人员保障、资金保障、防控意识、技术保障、基础设施、物资管理八方面.在此基础上,后续研究应结合主观和客观赋权法,建立完善的地方政府重大动物疫病防控能力评价指标体系.
