美英两国城市规划管理制度模式的比较与启示

摘要

Based on comparing the features of legal, administrative, planning and implemental systems, this paper aims to analyze the differences between urban planning systems in the U.K. and U.S., il ustrate the structural features of the two systems, and discuss its application for institutional development in China.%美国、英国这两个国家在不同的政治、社会、经济体制下，形成了各具代表性的城市规划管理制度模式，其政府管理的影响力、地方行财政制度、市民社会环境等制度背景，以及规划管理的法律体系、行政体系、规划体系和实施机制等方面，都具有各自鲜明的特点和代表性。以美国、英国为主要研究对象，通过分析比较两国城市规划管理制度模式的特点和差异，探讨国外经验对我国社会转型期城市规划管理制度建设的启示和借鉴意义。
