中国历史文化名城保护规划的体系演进与反思

Conservation planning of historic city has been the core of historic city protection system. In practice it has been established conservation planning theory and technical standards on protection levels and objects, principles and methods. Thirty years of urban conservation experience proves that urban conservation planning is a whole level work, conservation planning is not only to protect the urban heritage on "crossed" planning, more importantly to protect the urban heritage through the "of-line" urban planning control, which requires a whole conservation planning system at al levels to support. Therefore, it is necessary to make protection concept through to al aspects of urban development and construction, this is where the essence of conservation planning.%历史文化名城保护规划一直是名城保护制度的核心内容，在实践中已经建立起相对完善的关于名城保护的层次与对象、原则与方法等内容的保护规划理论和技术标准。30多年名城保护的经验教训证明，名城保护要从城市全局和整体层面做好保护与规划工作，名城保护规划不仅仅是保护城市遗产的“划线”规划，更重要的是要将城市遗产的“线内”保护纳入到“线外”的整体规划控制中，需要一个从总体到详细各个层面的保护规划体系去支撑，名城保护的理念要贯穿到城市发展建设的各个层面，这才是保护规划的要义所在。
