贫困地区文化名城的文化扶贫战略--以培育贵州赤水河流域酱香产业带为例

             

摘要

改革开放以来,尽管我国扶贫开发工作取得了巨大成就,但是贫困地区经济社会发展依然总体欠账多、水平低,文化扶贫相对滞后制约了贫困地区可持续赶超发展。分析了贫困地区文化扶贫的主要瓶颈和突出矛盾,并以赤水河流域的两座历史文化名城遵义和泸州为例,分析了打造酱香产业带的设想,提出在市场失灵和文化消费市场滞后的情况下,以政府有形的手突出“底线保障,反弹琵琶”的特色文化资源产业化打造建议。%Since the reform and opening up, the poverty aleviation of China has made great progress, but the economic and social development of poor areas is stil at the lower level. The relatively slow development of culture poverty aleviation has constrained the sustainable surpassing development of poor areas. The article analyzed major bottleneck and obvious contradictions of culture poverty aleviation in poor areas, taking Zunyi and Luzhou which are the two famous historical and cultural cities in Chishui River Basin for example, analyzed the establishment of Maotai-flavor liquor industrial belt, and offered a proposal to build the industrialization of distinctive cultural resources with the visible hand of the government under the circumstance of market failure and lagging of cultural consumption market.
