“十一五”时期全国营造林发展状况分析——以全国营造林综合核查成果数据为依据

Based on the data from national afforestation integrated verification, this paper introduced and dis- cussed the development of afforestation during the period of the "1 lth Five Year Scheme" from aspects of affor- ested area, afforestation quality, and management. Some suggestions are presented to implement different in- vestment policy for afforestation, to establish compensation mechanism for damaged disasters, and to enlarge the ratio of "setting apart hills for tree growing" in forestry to advocate mixed plantation. afforestation area by natural ecological construction and%依据全国营造林综合核查结果，从营造林发展规模及特点、营造林质量、营造林管理等三个方面，阐述了“十一五”时期全国营造林发展状况；并针对存在的问题，提出了实行差别化造林投资政策、建立营造林因灾受损补偿制度、继续加大封山育林在林业生态建设中的比重和提倡混交林造林等四个方面的建议。
