黑龙江省服务贸易国际竞争力评价及对策研究

摘要

Trade in services is a new supporting point for economic transformation and reflects the soft power of a country or a region. Se-lecting the data from 2011 to 2014, the study analyzes the development and competitiveness of trade in services in Heilongjiang from the perspective of the overall scale and sectoral structure with TC index, RCA index, and MS index. Based on the practical situation in the province, Heilongjiang should improve relative laws and regulations, promote the harmonious development between traditional and modern service industries, increase investment in both capital and talents. It should also put in more efforts to open to the outside world, tap into the comparative advantage, and deepen the system and mechanism reforms in ways that help raise the competitiveness of trade in services fundamentally.%服务贸易是实现经济转型一个新的支撑点，能体现一个国家或地区的软实力。选取2011-2014年数据，从整体规模和部门结构两个角度，利用 TC 指数、RCA指数和 MS 指数分析黑龙江省服务贸易的发展现状和竞争力情况。结合黑龙江省服务贸易的实际情况，黑龙江应完善服务贸易相关的法律规定，促进传统服务业和现代服务业协调发展，加大资金和人才投入，加大对外开放的力度，充分挖掘其比较优势，深化体制机制的变革，从根本上推动服务贸易竞争力的提高。
