浅论社区发展的双层支持系统

摘要

The community development is a process of the positive transition of all kinds of systems pushed forward by the community that is based on the internal and external environment transition,which is of specific value demand and goal orientation and can rely on the certain social environment and resource conditions to form the system and culture of the democratic autonomy within the community.In general,the community development can form two large support systems.One is manpower support system including all talents teams who participate in the community democratic auton-omy inside and outside the community,and the other is material support system including the capital investment and the hardware facility construction and so on that are done for the community development.In manpower support system,it should put forth effort to solve the role assignment,the integration mechanism and the evaluation system these three big problems.In material support system,it should reasonably use the community supporting capital and properly distinguish and make use of different types of the community hardware facility.These two large support ystems play a cornerstone role in the good operation of the whole community development.%社区发展是社区基于内外环境变迁的基础上所推进的各种制度正向变迁的过程，具有明确的价值诉求和目标导向，其能够依赖一定的社会环境和资源条件在社区内形成民主自治的制度与文化。从总体上说，社区发展可以构成两大支持系统：一个是人力支持系统，包括社区内外所有参与社区民主自治的人才队伍；另一个是物质支持系统，包括为社区发展所作的资金投入与硬件设施建设等。在人力支持系统，应着力解决角色分配、整合机制和评价体系三大问题；在物质支持系统，应合理运用社区配套资金，妥善区分和利用不同类型的社区硬件设施。这两大支持系统在整个社区发展的良性运作中发挥着基石作用。
