Few cities in modern China have merited the degree of scholarly attention granted to Shanghai.Isabella Jackson's Shaping M odem Shanghai is a remarkably comprehensive study of the Shanghai Municipal Council(SMC),which ran the International Settlement,one of three cities within the city-the others being the French Concession and the Chinese municipality.As other recent histories of institutions in modem China,this is one that takes a more global approach to the topic.
