The purpose of this thesis is to develop a fair immigration policy for a modern liberal democracy. In order to present a fair immigration policy there were a number of things that I had to consider. This thesis begins by examining past and current immigration policies. This thesis ultimately argues that for a state to be a liberal democracy it must be a welfare state that assists citizens with basic necessities, such as food, shelter, health care, and education. I conclude that the arguments presented for both open and closed borders are inconsistent with the beliefs held in a liberal democratic welfare state. Chapter 6 concludes that a fair immigration policy is one that restricts admittance to a limited number of immigrants per year.
