This paper reviews research on foster youth and resilience, outlining the formation and establishment for the development of a school-based intervention program for fostering resilience in foster youth. Children who spend time in the foster care system often experience some kind of maltreatment before or after they enter the foster care system and the research on resilience present a great deal of optimism for foster youth. The Foster Challenging Inspiring Transitioning Youth (C.I.T.Y.) Program for High Schools is a school-based intervention program created to support foster youths' ability to build and maintain the protective factors that promote resilience. The program helps educators establish a Safe-Haven School and create a sympathetic, accepting, and encouraging classroom milieu, develop positive interpersonal relationships, mirror students' strengths through community partnerships, three day retreat, and 25 weeks skills development and lessons.
