Opportunities and barriers to greenhouse gas reduction: A case study of Debert Air Industrial Park and Colchester Park, Nova Scotia.

A component of a larger research project (Dalhousie University's "Industrial Parks and Climate Change") this thesis examines industrial park tenants, businesses, institutions and administrations, and explores opportunities, barriers and motivators to reduce greenhouse gas (GHG) emissions. The thesis used a case study approach and the researcher conducted face-to-face interviews in Debert Air Industrial Park (Debert Park) and Colchester Park, adjacent industrial parks 20km west of Truro, Nova Scotia. Thesis results indicated tenants interviewed are aware of actions they could take to reduce GHG emissions and have taken actions in the areas of energy efficiency, transportation efficiency, and waste management, which ultimately reduce emissions. Respondents who had not taken action most frequently identified not owning buildings or trucks, and cost as barriers. Respondents who had taken action most frequently identified cost savings as the motivator. While tenants indicate they would be responsive to regulations government will not regulate only Debert and Colchester Parks. Thesis results suggest opportunities that can be pursued to reduce GHG emissions specifically in Debert and Colchester Parks. (1) Truro and Area Chamber of Commerce should promote existing government programs that may reduce cost barriers, for example, the Commercial Building Incentive Program. (2) The government of Nova Scotia may retrofit its Debert Park Industrial Mall property to improve lighting, thermal integrity, and heating. Colchester Park Development Society may do the same with its Colchester Park properties. (3) Debert and Colchester Park administrations should pursue activities outside their normal range; for example, they may create a program that facilitates exchange of information between businesses.
