This thesis demonstrated that an effective Performance-related Specification (PRS) demands the integration of many disciplines—database preparation (Pavement Performance Analysis System—PPAS), pavement engineering, pavement management, materials, maintenance, life-cycle costs, performance modeling, statistics, and construction information. Because of the complexity of the process, it is generally recommended for state highway agencies to follow a gradual approach based on an orderly plan and logical steps for implementing a PRS. From such a perspective, this research tackled several important areas that can be used for the transition from quality assurance specifications to PRS derived from a PPAS.; This research had three main objectives: (1) Review of the Wisconsin DOT pavement data systems and the design of a conceptual database model for developing an effective Pavement Performance Analysis System (PPAS); (2) proposing a methodology for developing reliable pavement performance models to estimate the relative significance of performance-related M&C variables on pavement performance; and (3) the demonstration of a pay adjustment procedure based on the concept embodied in the framework of a PRS. Each of these objectives was accomplished from the perspective of integrated approach toward PRS implementation.
