Expanding Lacy Juvenile Annex: A case study of California's first co-located facility

Throughout the nation, juveniles are being held in adult secure facilities for various reasons ranging from temporary detention in local jurisdiction jails to being committed and housed in adult state prisons as juvenile remands. In May 2001, the Lacy Juvenile Annex (LJA) became the first co-located facility in California when the Orange County Probation Department staffed and began operation of this juvenile program inside the Orange County Sheriffs Department Theo Lacy Jail. The LJA is a collaborative effort between the Orange County Probation and Sheriff's Departments, and is assisted by the Orange County Department of Education. Based on projected needs by the Probation Department, a proposal was developed to address the various regulatory and logistical issues involving the expansion of the LJA population and services. This project report provides an overview of the literature on juvenile correctional facilities and outlines in detail the issues associated with the program expansion and respective solutions and recommendations.
