俄罗斯联邦克麦罗沃地区道路交通事故损失的经济评估

摘要

本文以俄罗斯联邦的一个大型工业区为例，对道路交通事故造成的经济损失进行了研究，以期找到最大限度降低损失的解决方案。　　由于道路交通事故导致的社会经济损失逐年增加。每年约有120万人死于道路交通事故，多达5000万人受伤和致残。目前，道路交通事故已经造成了巨大的经济损失，每年高达5000亿美元。鉴于当前交通系统的发展趋势，我们完全有理由相信这远远不是上限。俄罗斯联邦也不例外。近年来，俄罗斯交通事故频发，情况变得尤为严重。俄罗斯在道路安全方面远远达不到国际的最佳标准。因此本研究是十分必要且重要的。因此，本文以交通事故经济损失为研究切入点，开展了克麦罗沃地区交通事故经济损失研究，确定了对象，主体，目的和目标。研究。研究对象是道路运输系统“人-车-路”;研究的主题是决定事故发生的因素和事故造成的经济损失程度。为了实现这一目标，首先，对俄罗斯联邦及其主要工业区之一的克麦罗沃地区的道路安全问题进行了分析。　　随后，本研究对俄罗斯联邦和国外道路交通事故造成的经济损失的评估方法进行分析，并研究了采用这些方法的主要用户群的需求。研究结果表明，发达国家会采用不同的方法来评估道路交通事故所造成的损失，而不同的方法则会导致不同的甚至是完全背离的结果。这也表明所使用的计算方法缺乏可操作性。除此之外，用于计算交通事故经济损失的应用技术没有考虑到采用这些方法的各种用户群的特定需求。　　基于上述分析，在世界范围内广泛使用的道路交通事故经济损失的方法不能很好地解决在研究过程中出现的问题，这就需要进一步的研究去证实，通过选择合适的战略、理论基础和决策工具来改善该地区道路安全。　　本研究建立了一套在“人-车-路”系统中经济标准冲突产生和解决的概念模型，并针对运输系统本身的结构转变导致的问题指出了解决方向，使得运输系统变得更为高效。　　通过使用“控制卡”工具包对克麦罗沃地区的道路交通事故指标进行分析，我们可以明确交通安全管理的具体细节，并就改善该地区道路安全的行动方向提出建议。
