Several efforts have been focused on the improvement of the quality of service of air transportation in order to face the increasing of the demand. Consequently, in the latest decade, a growing body of advances concerning several aspects of this transportation system has appeared in the operation research literature. At the best of our knowledge Petri Nets (PN) have not been yet used for the graphical description, the analysis of flows and the control of the ground holding problems. Due to the characteristics of the air transportation systems, this paper shows that Controlled Stochastic Petri Net (CSPN) models of such a system are very efficient. Indeed, the presented CSPN model aims at predicting and minimizing the airborne delays, taking into consideration the long-term horizon. This mathematical tool is useful for the design of additional runways. Indeed, it involves sizing the required capacity of the airport. This CSPN model is described and defined and we show that it has interesting properties. We illustrate the interest of such a tool with a numerical application in which multiple runway patterns are possible and where we retain the optimal solution.
