In this paper, a general frame work is provided for off-line optimal signal parameter setting, based onthe stochastic user equilibrium modeling of traffic network. In the equilibrium model, the driver'sre-routing behavior in correspondence with signal setting changes is taken into account. An algorithmfor sensitivity analysis for stochastic user equilibrium network flows with link interferences is proposed.The signal optimization method is given based on this sensitivity analysis algorithm. The algorithmsare illustrated with a numerical example. Because fixed time signal control is a practically usefulstrategy for optimizing the network flows particularly for congested networks, the method presentedhere is both significant in theory and useful in the practice of area wide signal control.
