EFFECTIVENESS OF VARIABLEMANDATORY SPEED SIGNS:THE NEW ZEALAND EXPERIENCE

The study has examined the effect of Variable Mandatory Speed Signs (VMSS) on road userbehaviour using data captured from Automatic Incident Detection (AID) cameras during bothnormal (incident free) conditions and reduced speed limits in response to an incident. The speedsindicated by the VMSS are mandatory and are the only example of such features within NewZealand. Analysis of the data revealed that a high proportion of road users exceed the postedspeed limit during both normal and incident conditions. Off ramp volumes increased by up to 12% during incidents, showing the propensity for traffic to divert when road users were advised ofincidents downstream of the controlled area.
