In considering the future of road transport and the role tolling and demand-management-ledroad user charging and congestion charging schemes may play, it is worth taking aspeculative look into the long term future to explore whether future trends may be predictedby a broad ranging look at what new technologies may emerge, for example, to put moreintelligence into the transport infrastructure. This intelligence, and the blurring of therelationship between the infrastructure and the vehicle through major ITS communicationsinitiatives, may deliver opportunities for new paradigms in road use charging that are not justbased upon cost recovery, or congestion management, but on pricing the environmentalimpacts and consequential carbon footprint of a car journey. In the UK such a future scopingexercise has been undertaken under the office of Science and Technology Foresightprogramme. The Intelligent Infrastructure Systems Study set out to explore how science andtechnology could, over the next 50 years, bring intelligence into infrastructure to meet thesedemanding and sometimes conflicting objectives.
