24 Hours to Disaster. The Creek’s Rising And The Plant Will Be Under Water

The Swatara Township's wastewater plant was submerged in a flood in 2011. With only 24hours to prepare for this disaster, this paper outlines what we did to minimize the damage, getback on line, and the long cleanup including FEMA reimbursement. The purpose of this paper isfour fold, to help operators to:1. Prepare for a flood2. Mitigate the flood damage3. What it will be like to come back on line in manual control4. What sorts of preventive measures should be taken both well before the eventThe cost of the flood damage was about equal to our annual operating budget. The most remarkablething was that we were underwater, with clarifiers and aeration under water Friday, and wewere meeting permit Monday morning.
