Hartford’s 100-year-old sewer collection system originally consisted of more than 150 combined sewer overflows (CSOs). CSOs release excess storm flows from trunk sewers to local watercourses when water levels threaten to flood basements. The Metropolitan District has implemented numerous measures to protect the Connecticut River and local watercourses from overflows, including sewer separation projects to remove sewerage flow from stormwater outfalls. In addition, flow monitoring during the past 10 years has resulted in the permanent closure of half of Hartford’s CSOs in order to increase the volume of treated combined flows. Recently, the District established automation for monitoring and evaluation of the collection system through Hartford’s overflow alarm program. This program provides continuous, realtime collection system assessment to avoid inadvertent system overflows. Analysis of system data will identify CSO discharges that will lead to further reductions in unwanted CSO discharges to state waters.
