City of Sacramento Revenue Program Development

The City of Sacramento provides water treatment and distribution and sewer collection servicesrnfor 500,000 in northern California. The City also provides solid waste and storm drainagernservices for much of the City. The City operates one of two combined sewer and storm drainagernsystems in the state of California.rnAs with other municipal wastewater agencies, the City faces competing needs for scarcernresources. Based on these disparate needs, as well as varying priorities by division within thernorganization, the City required a centralized planning and decision-making tool, which wouldrnallow the management team to make collective capital, operating, policy and funding decisions.rnThe proposed paper and presentation describe the program development process, including thernneeds assessment, the interactive nature of the work between the management team and thernconsultants, and the final implementation and program roll-out. Specific attributes of thernprogram and features developed to meet the management team’s unique resource planning needsrnare also discussed.
