A model to predict cleavage failure of precracked bodies in the transition region for steels was recently proposed by the author. It is based on the concept that the stress-controlled fracture of a weak link triggers the failure of the entire body. The stress that triggers fracture is predicted by a numerical crack-tip stress analysis. The model uses toughness measured at one condition as input to predict toughness at another. For examples, toughness measured at one temperature can be used to predict toughness at another temperature, or toughness measured from one geometry can be used to predict toughness for another geometry.
