The philosophy and processes whereby launch vehiclernrisks are identified and elevated to the Launch ServicesrnProgram and Agency management for their use inrnformulating a go for launch decision are discussed.rnThe overall process that is followed will be depictedrnusing a generic launch vehicle example from the earlyrnphases of mission planning to the final launch. Thernoverall process is comprised of a hierarchy subprocessesrnthat are performed on the plethora of issuesrnthat arise during the build-up to launch. Thernrelationship between those sub-processes and thernoverall risk process will be demonstrated. This will bernused to show how the overall process culls out thernissues that represent credible launch risks. In addition,rnit will be shown how this philosophy and thesernprocesses support the implementation of the NASArngovernance model for programs.
