Fish disease diagnosis is a rather complicated process, it requires high level of expertise, the fish fanners frequently needs fish vets' help. A tele-diagnosis system were developed by Agricultural Information Technology Institute, China Agricultural University, the long-distance face to face communication and synchronous diagnosis system between the experts and users was realized, which was used to help users how to get the on-line help when the web-based expert system can't apply the farmer's question. Tele-diagnosis System for Fish Disease (T-vet) is a key sub-system the key project of '306 subject' of '863 plan'. This paper concentrate on the idea, the functions, the structure the methods of the system design and system work flow, the Internet/Intranet techniques and multimedia techniques such as NmSDK, Internet Locater Server API, MS SQL Server, ActiveX, Active Server Page, ISAPI, IE SDK are adopted, virtual diagnosis room, video and audio communication, text communication, computer supported cooperative work and web-based expert system were integrated in the system. The system has been tested and is now in pilot use by fish farmers in the North China region. Some issues on tele-diagnosis system application from the experience gained from the research are discussed.
