摘要

Energy,food,population,environment and peace are now the ost important problems ffaced by the today's world.With the development of social civilization,consumption of energy is rapidly increasing which meets the needs in one hand and deteriorates the enviornemtn of hte world in the other hand.determining energy system of a city (or a region) is a complicated problem.It connects to eonomy growth,living standard,environment protection an social stbility,and all of these are seldom evaluated by common parameter.We,here,propose a criterion named OPrimay Energy System Combined Value (PESCV) weighted sum of Primary Energy Combine Values (PECV) which could be used to rank energy systems on basis of acceptability of them.As example,we calculate the values of PESCV of different energy strucatures of Pudong of Shanghai in 2000 and 2010 and get some valuabole conclusions.
