Development of the Decommissioning Cost Estimation Method for the Nuclear Facilities Other Than Reactors

The rational estimation method of the decommissioning cost for the commercial nuclear power plant was established, and reflected the allowance of the nature of liability system. On the other hand, the decommissioning cost estimation method to the nuclear facilities other than reactors is not established in Japan. The Japan Nuclear Cycle Development Institute (JNC) developed the cost estimation method to apply for the nuclear facilities other than reactors. Estimation method was based on the past equipment replacement, dismantling and the R&D result of the replacement of the reprocessing plant equipment, MOX fuel fabrication facility, hot-laboratory and uranium facilities etc. About ninety case examples are fully examined and extracted the data which can be able to apply for the cost estimation equations. The equations include the decontamination, direct/remote dismantling of the equipment and structure of the facility, and expressed as the linear function such as the waste in weight of equipment (t) vs. workforce (man-day) of direct and remote dismantling, working area vs. workforce etc. Based on these formulas, the decommissioning cost including survey and planning, decontamination and dismantling, waste management etc is calculated. Decommissioning cost of all the nuclear facilities (over 100) in JNC was estimated about 420 trillion yen.rnThis paper introduce the cost estimation method developed in JNC and the future planning to develop the decommissioning engineering system for the nuclear facilities other than reactors.
