NYSERDA’s Small Commercial Lighting Program (SCLP) evolved over the past ninernyears by continually implementing major changes. The lessons learned in engaging the hard-toreachrnsmall business sector were successfully applied to all types of lighting projects as thernProgram evolved into the Commercial Lighting Program (CLP).rnLighting power allowances were adjusted as Code became more stringent, even thoughrnmost submitted projects were not subject to the Code. In 2009 the Program offered bonuses forrn20, 35, or 50% below Code. The lighting Business Partners became so knowledgeable in how torndesign better than Code, that those bonuses have been withdrawn.rnBonus incentives were offered for High Performance T8 (HPT8) systems. Marketrntransformation to HPT8 succeeded and the bonus funds have been redirected to otherrntechnologies such as controls. Similarly, quality metrics and best design practices (includingrnglare control) evolved as new technologies entered the market. LED product requirements alsornhad to be established and included.rnAs the Program grew so did the types of market actors. Distributors, contractors,rnmanufacturer reps, architects, engineers, lighting designers, interior designers, and ESCOs allrnhave their own needs which had to be addressed as the various categories were added. Similarly,rnas the size of the projects grew, so did the types of applications, including offices, retail,rnmanufacturing, industrial, warehousing, schools, and institutional. Lighting criteria had to bernadjusted to meet the needs of the varying applications.rnThis paper will explain how the Program evolved over the years, lessons learned from thernprogram, how problems were resolved, and how the Program is being positioned to meet thernchallenges and opportunities of the future.
