The Legal and Policy Framework for Electronic Reporting of Environmental Compliance Reports: Challenges of E-Government: Maintaining Effective Stewardship of the Environment

USEPA has a long commitment to E-Government, having recognized the many benefits of e-commerce, particularly the opportunities to improve Agency business processes and management of environmental data. This paper discusses EPA's progress in establishing the legal framework to introduce electronic reporting/record-keeping (ERR) for environmental compliance documents. It focuses on some of the unique legal challenges faced by EPA in implementing ERR and provides an overview of the Agency's draft proposed electronic reporting and record-keeping rule.
