The Atlantic County Utilities AuthorityrnLandfill is located in Egg HarborrnTownship, New Jersey. This landfill,rnoriginally conceived as a Construction andrnDemolition Debris (C&D) Landfillrnresponded to an increased demand forrnflexibility in waste management services,rnby undertaking as a demonstration projectrna unique program of landfilling MunicipalrnSolid Waste (MSW) at night. The nightrntime operations were considered necessaryrnto mitigate the potential for attracting birdsrnthat could present both nuisance andrndangerous conditions for the Authority'srnneighbors including the Atlantic CityrnInternational Airport.rnFollowing the landfilling of MSW, landfillrngas began to be generated at the facility.rnAlthough the facility is currently not NSPSrnapplicable, the Authority proactivelyrnundertook to pursue the potential forrnbeneficial use of the landfill gas generatedrnat the facility. In keeping with the forwardrnthinking of the Authority, ShawrnEMCON/OWT, Inc. (Shaw) undertook arnstreamlined approach to the developmentrnof a Landfill Gas to Energy (LFGTE)rnFeasibility Study. This paper will discussrnthe specifics of the landfill’s operations,rnanticipated landfill gas generated, and thernapproach taken to recover the landfill gasrnand develop a beneficial use project.rnAn active LFG collection system has beenrninstalled and became operational in Augustrn2004. The energy system becamernoperational in early 2005. A uniquerndeveloper contract provides for discountedrnenergy pricing and sharing the benefits ofrnrenewable energy credits, investment taxrncredits and greenhouse gas reductionrncredits. The paper will include anrnoverview of the approach used to select therndeveloper and negotiate the final contract.
