In 1989, the State of California passed the CaliforniarnIntegrated Waste Management Act (Assembly Bill 939)rnmandating each City and County in the State to reducerndisposal of solid waste by 50 percent. Each jurisdiction inrnCalifornia had to adopt measures to meet the diversionrngoals set in the law or be subject to a $10,000 per dayrnpenalty.rnIn order to determine if a jurisdiction has met the diversionrngoals, the amount of solid waste disposed by thatrnjurisdiction needs to be measured. The Solid WasternDisposal Reporting System was therefore developed tornassist in this measurement.rnInitially, the data in the disposal reporting system wasrnentered manually by solid waste disposal facility operatorsrnand County staff. Disposal information was submitted tornthe County in paper reports and the data was entered intornan internal County system. Reports were generated fromrnthis system and mailed to more than 300 jurisdictions inrnthe State of California that required the reports torndetermine their compliance with the State mandate. Thernweb-based Solid Waste Disposal Reporting System wasrndeveloped to limit the redundancy and eliminate the errorsrnthat can result from double data entry associated withrnpaper-based reporting.rnThe website,is a user-friendly siternthat accepts solid waste disposal data from disposalrnfacilities and automatically generates state-mandated andrnother analytical reports. These reports are available to thernaffected jurisdictions via the website and are downloadablernat any time. The site is secure and each user is assigned arnusername and password to ensure the integrity of the datarnthat is being reported.rnIt is the first website developed in California to meet therndisposal reporting needs of a County and its cities. Thernsuccesses and lessons learned from this innovative site willrnbe presented to provide valuable insight and inspiration tornother local government agencies pursuing options inrnimproved reporting of disposal information.
