As the Unified Government of Wyandotte County and Kansas City, Kansas (UG) continued to work towards completion of projects listed in its partial Consent Decree with the United States Environmental Protection Agency (EPA), Burns and McDonnell supported this effort through the Integrated Overflow Control Plan (IOCP) development. During continued EPA negotiations for a full Consent Decree, the UG began exploring opportunities for green stormwater infrastructure (GSI), a stormwater management and water quality technique encouraged by the EPA due to its positive impacts towards environmental justice concerns. Having recognized the additional amenities and revitalization that seemed to follow GSI projects in other communities, the UG wanted to provide the same benefits for its residents. The UG identified a GSI opportunity in the Juvenile Justice Center, a major UG facility project.
