Local municipalities struggle with ways to improve the effectiveness of their stormwater and green infrastructure program and compliance with water quality requirements while balancing the needs of competing funding priorities for capital investments. In addition, often there aren't enough municipal-owned sites available for a jurisdiction to meet its pollutant-removal goals. Prince George County in Maryland has developed a new approach that involves partnering with nonmunicipal landowners to construct stormwater treatment devices on their property. This paper focuses on the approach taken by the County to design, permit, construct, and certify over 230 new stormwater treatment devices at over 100 sites during the past 2 years to help the meet municipal separate storm sewer system (MS4) stormwater load allocations in the State of Maryland's Chesapeake Bay TMDL.
