Field-testing of new drilling tools introduces increased health,rnsafety, and environmental (HSE) risks due to the unfamiliarityrnof the personnel with the new equipment and its operation.rnThis paper presents a unique overview of the HSE challengesrnthat were faced when an entirely new drilling system, not justrnthe individual components, underwent its first field trial.rnThe Advanced Well Construction System (AWCS)rnintroduced many new technologies, including AdvancedrnComposite Coiled Tubing (ACCT), a downhole propulsion unit,rnand a hybrid rig design. By using a lightweight carbon-fiberrnpipe, the system was designed for geological steering ofrncomplex, slimhole wellpaths. The system incorporates threernmajor subsystems: digitally controlled and automated surfacernequipment, a 3 1/8-in. composite drillstring with embeddedrnwires, and an electronically controlled bottomhole assemblyrn(BHA). This system is designed to economically harvestrnhydrocarbon zones that were previously bypassed and to findrnand exploit new reserves from existing idle offshore wells.rnBeginning with the initial feasibility study, both the oilrncompany and the service company made a commitment tornadhere to the highest HSE standards in all phases of thernproject. The resulting HSE program was derived from thernknowledge, experience, and established procedures andrnprocesses of professionals throughout both organizations.rnThis case history presents details of the HSE programrnjointly developed and implemented by the service companyrnand the oil company as part of a qualification program for thisrnunprecedented drilling system. Evolution of the HSE programrnfrom project planning, through the HAZID/HAZOP processes,rnand on to full implementation during the drilling phase isrnexamined. A detailed description of the cultural, engineering,rnand logistical challenges that were overcome during thernimplementation of the HSE program is provided. A discussionrnof the HSE program summary results and “lessons learned”rnduring the project is also included.
