One of the main challenges faced by any company operatingrnaround the world is ensuring that proper correcting actions,rnfrom a hazard identification process to audit and inspectionrnprocesses, are implemented promptly and tracked to closure,rnand that the knowledge is shared among the various operatingrnunits. This paper describes how a major oilfield servicerncompany is striving toward excellence in this area byrnimplementing a worldwide Web-based Health, Safety andrnEnvironment (HSE) database named QUEST.rnA key element is capturing all Quality Health, Safety andrnEnvironment (QHSE) events—near accidents and accidents,rnunsafe acts, employee suggestions, and remedial work plansrnassociated with audits and inspections. The approach has beenrnto develop a Web-based central application accessible directlyrnby all employees.rnDepending upon the risk, various levels of management,rnwith the support of the QHSE organization, review all thesernevents. Action items are created that clearly identify thernresponsibilities for the action, the priorities and the target datesrnfor implementation. Employees responsible for thernimplementation are notified and reminded by e-mail messages.rnThis process is the core of the QUEST for zero defects.rnOn many occasions, lessons learned from an event thatrnhappens in one part of the world have value for the rest of thernorganization. The real benefit of a Web-based system is thernopportunity for any manager to subscribe, through pushrntechnology, to the system and to be alerted through e-mail.rnThe managers can then assess if the actions are applicable torntheir environment and implement the related remedialrnwork plan.rnAnother key element is ensuring that employees arerncompetent for their job. The central database communicatesrnwith the Human Resources (HR) database, where qualificationrnrequirements are defined for all positions and for thernemployee’s geographical location. Training schedules can bernprepared by comparing the qualification requirements with thernemployee’s actual qualifications.rnThis paper concludes that the central database hasrndrastically reduced the need for QHSE reporting, whilernproviding statistics for any part of the organization.
