To analyze the spacecraft motion near a comet nucleus surface,an approximated model of the cometary activity has been developed.Short-periodic comet, heliocentric distance up to 5 AU,cometary nucleus radius ranging between 0.5km and 10km and cometocentric distances up to 100 Km are considered. There are determinde the mass gas and dust production rates as well as the gas and dust velocities. The comparison with astronomical observations and laboratory experiment data as well as some more sophisticated models is performed and has given a satisfactory agreement. This model has been implemented into the ROSETTA Near Comet Operation Simulator has been developed by GMV under ESA contract for analysis of orbit planning and navigation of all the near comet phases for the future ROSETTA mission results on the effect of gas, dust and jets activity on the spacecraft flight dynamics, orbit detemination and cometary parameters estimation in the vicinity of the comet nucleus.
