On the basis of analyzing china’s three-layer value chain in online payment industry, put forward the value chain model for online payment, which includes basis payment layer, backbone payment layer and application payment layer.Focus on the mechanism of the basis payment layer, and systematically sum up the across banking settlement system based on the electronic payment model, describe the organization structure of the People’s Bank of China (PBC), which includes Head Office-Big Region Branch-City Center Branch-County Subbranch, also describe the across banking settlement routes at different situations, which include the routes across the big region branch, across the center branch, across the country subbranch and the route in the same country.
