In conclusion, the search for a correction to the SEL to compensate for the added annoyance of RW aircraft is futile,because the added annoyance is the result of psychological processes. In the immediate vicinity of a militaryairfield, RW noise blends with FW noise, and there is no reason to add a penalty to the SEL. Outside the confines ofthe airfield, the SEL, per se, has very little predictive value, because people usually experience the helicopter inisolation from other intrusive noise events. For example, in the Miramar data, only one percent of the complainantsmentioned Marine jet noise. Leverton recommends operating “the helicopter in a manner which minimizes theannoyance factors or lower the levels so that the helicopter cannot be heard.” Predicting audibility is a verydifferent process from predicting an SEL.
