Russia has over 6000 TWh a year of wind energy potential. At the same time there is highrndeveloped power engineering complex, consists from fuel mining and processing industry. Butrnthe distribution of wind energy potential generally not coincided with industrially developedrnregions. In few places where it is possible to input the energy of the wind to the high voltage gridrnexist many barriers, as technical and economical, so psychological and educational. Staterncontrolled regional (regional enero) and Federal utilities (RAO JES) together with governmentrnunderestimate abilities of non-traditional renewable sources of energy, including wind energy.rnThat’s why they plan to develop only large-scaled projects of nuclear and gas power stations. Onernof the possibilities in this situation to begin mastering of wind power resources is to use privaterninitiative. The first in Russia and most northern in the world private joint stock company onrnconstruction of wind power installations and producing the energy by wind has been establishedrnyear before in Murmansk region, Russia. October last year the first grid–connected windmill gavernfirst current. Present paper devoted to peculiarities of technical, juridical, economical andrnlegislative process of establishing of the enterprise and turbine construction and operation.
